[SMM Hydrogen Policy Express] Zhuhai City: Notice from the Development and Reform Bureau on Issuing the Special Plan for Hydrogen Refueling Station Layout (2023-2027)

Recently, the Zhuhai Development and Reform Bureau issued a notice on the release of the Special Plan for Hydrogen Refueling Station Layout in Zhuhai (2023-2027).

The document states that by 2026, hydrogen refueling stations will be planned and laid out based on existing by-product hydrogen projects and planned renewable energy and biomass hydrogen production projects, combined with vehicle application scenarios such as city buses, intercity/cross-border coaches, cold chain logistics vehicles, municipal engineering vehicles, and heavy trucks. Priority will be given to utilizing existing gas stations that have ceased operations or have plans for transformation, existing and newly planned gas stations with conditions for co-construction, and unallocated land around application scenarios for the planning and construction of 15 hydrogen refueling stations.

By 2027, it is expected to achieve large-scale promotion and demonstration of fuel cell vehicles, forming a hydrogen supply system mainly based on industrial by-product hydrogen, supplemented by renewable energy and biomass hydrogen, and establishing a hydrogen refueling network that serves the local area, accommodates transit, ensures smooth connections, and maintains safety and order, with plans to construct 19 hydrogen refueling stations.

The document also encourages districts within the city to carry out hydrogen application demonstrations according to their specific conditions, prioritizing the replacement and promotion of fuel cell vehicles in public service sectors with fixed routes, such as municipal sanitation, city buses, airport express, and intercity (cross-border) express. It supports areas with fixed application scenarios, such as Zhuhai Port, Guangdong-Hong Kong-Macao Logistics Park, and Jiuzhou Port, to prioritize the selection of fuel cell vehicles for special vehicle fields like heavy trucks, logistics vehicles, and forklifts. The document calls for the relevant vehicle industry authorities to formulate vehicle replacement plans as soon as possible, clarifying implementation steps and specific work measures in line with industry needs.
